SENATE REPUBLICANS VOTE TO BLOCK DEBATE OF FINANCIAL OVERSIGHT LEGISLATION:

Senate Republicans, united in opposition to the Democrats’
legislation to tighten regulation of the financial system, voted on Monday to block the start of floor debate.

The vote was 57 to 41, as Democrats fell short of the 60 votes needed to cut off a filibuster of the motion to proceed to the bill. One Democrat, Senator Ben Nelson of Nebraska, sided with Republicans apparently out of concern over a provision related to tightening the rules on derivatives trading.

IMMIGRATION LAW PROTESTED BY MORE THAN 2,500 AT STATE CAPITOL: To the sound of a conch shell and Native American drumbeats, protesters marched to Arizona’s state Capitol on Sunday to join about 2,500 others in opposition to the state’s new immigration law. The 2.5-mile march through downtown Phoenix was led by the civil-rights advocacy group Nahuacalli Embassy of Indigenous Peoples, but included a crowd of about 300 people from varied backgrounds. Sunday marked the third day of peaceful protest against Senate Bill 1070, which Gov. Jan Brewer signed into law on Friday. Sunday’s protest drew groups from California, Colorado and Texas.

DEATH ROW INMATE CHOOSES TO DIE BY FIRING SQUAD: Utah’s decision to allow a man to be executed by firing squad is reigniting debate about whether the death penalty is cruel and unusual. But shockingly, some experts say that compared to other methods—including lethal injection—the firing squad may be more humane. Ronnie Lee Gardner has opted to die by firing squad June 18 because he’s already “been shot a bunch of times,” he told his cousin. Gardner was convicted of murdering a lawyer while trying to escape custody in 1985; he was fleeing a courthouse where he was facing charges related to a 1984 robbery and deadly shooting.

PALIN MADE $12M LAST YEAR: She has made $12 million in the past year alone, says New York Magazine’s Gabriel Sherman. He calls her “a singular national industry.” She makes $100,000 per speech; $1 million per year from Fox News; and will make about $250,000 per episode from her Mark Burnett-produced Alaska series. Assessing her place in the American political landscape, Sherman writes, “No one else has rolled politics and entertainment into the same scintillating, infuriating, spectacularly lucrative package the way Palin has or marketed herself over multiple platforms with the sophistication and sheer ambitiousness that Palin has shown, all while maintaining a viable presence as a prospective presidential candidate in 2012.”

Aspiring acts can now upload their videos onto a special page to be considered for the summer show. From the submitted videos, producers from FremantleMedia North America will select 40 contestants to be posted on a “Got Talent” YouTube Channel for users to vote on.   ***“Avatar” is already the year’s top-selling home entertainment title after just four days since Fox Home Entertainment began selling the “Avatar” discs Thursday. 2012 PRELUDE: GOP HOPEFULS GO ONLINE: President Barack Obama’s prospective 2012 Republican rivals are investing heavily in the Internet, looking to cut into what was an overwhelming advantage for Obama in the 2008 campaign. The online competition has taken a variety of forms. Palin has hired the two young founders of a fan site that zealously defends her honor and upbraids her critics. Pawlenty has hired online consultants from the 2008 presidential campaigns of Romney and Rep. Ron Paul Gingrich has developed a sophisticated in-house micro-targeting operation. And Mike Huckabee, political group member, has deployed volunteers to man social networks.

POLICE LET TERRORIST SLIP THROUGH: Port Authority police were told to stop and search would-be subway bomber Najibullah Zazi’s car last September as he drove up to the George Washington Bridge—but waved him across without finding two pounds of explosives hidden inside. The failure to uncover the explosives after an alert about Mr. Zazi from the Federal Bureau of Investigation has been widely discussed among police but never publicly disclosed. It stoked longstanding tensions between the Port Authority Police and the New York Police Department, which are more pronounced since the 9/11 attacks.

SUPREME COURT TO DECIDE IF STATES CAN REGULATE VIDEO GAMES: The Supreme Court will decide whether California can ban the sale or rental of violent video games to children. The court on Monday agreed to review a federal court’s decision to throw out California’s ban on the sale or rental of violent video games to minors. The 9th U.S. Circuit Court of Appeals in Sacramento said the law violated minors’ rights under the First and Fourteenth amendments.

ALIENS MAY EXIST BUT CONTACT WOULD HURT HUMANS: Aliens may exist but mankind should avoid contact with them as the consequences could be devastating, British scientist Stephen Hawking warned Sunday. “If aliens visit us, the outcome would be similar to when Columbus landed in America, which didn’t turn out well for the Native Americans,” said the astrophysicist in a new television series. The programmes depict an imagined universe featuring alien life forms in huge spaceships on the hunt for resources after draining their own planet dry.

L.A. HOTEL TO TURN INTO POT-FRIENDLY RESORT?: The new owners of Hotel Normandie hope to turn it into America’s first pot-friendly resort. Still advertising a weekly special of $300 or a daily special of $50, real estate investor John Evangelista and the father of the legal pot dispensary, Dennis Peron, envision a hotel that charges $420 for a two-day stay at a pot-tel.  Nadia Smalley, a write-in candidate for governor, said she hopes the hotel will achieve its pot-friendly pipe dreams.

DAYS AFTER RIG EXPLOSION, WELL POURS THOUSANDS OF GALLONS OF OIL INTO GULF: Officials worked Sunday to try to stop oil leaks coming from the deepwater well drilled by a rig that sank last week near Louisiana, but they acknowledged that it could be months before they are able to stem the flow of what is now about 42,000 gallons of oil a day pouring into the Gulf of Mexico. The response team is trying three tacks: one that could stop the leaks within two days, one that would take months and one that would not stop the leaks but would capture the oil and deliver it to the surface while permanent measures are pursued.

DEMS AND GOP UNWILLING TO COMPROMISE: Time to start targeting Republican votes: Senate Democrats agreed on Sunday to require banks to spin off their derivatives-trading arms, with Senator Chris Dodd accepting the harsher language of Senator Blanche Lincoln. Two Republicans have supported Lincoln’s language, but the GOP will block a vote from taking place in the Senate on Monday. Democrats are mostly gearing up for a fight rather than for a compromise with the GOP, though they appear willing to throw the $50 billion bank fee that Republicans have attacked on the scrap heap. Another showdown is also in the works amid the SEC’s allegations against Goldman Sachs. John Carney writes that the financial giant is enjoying a “Kool-Aid” level of unity, and at least one banker there thinks the lawsuit will help business.

FANNIE OFFERS SPUR TO AVOID FORECLOSURE: Fannie Mae will make it easier for some struggling homeowners to buy houses in the future if they avoid foreclosure in the present. Under rules released this month that will take effect in July, some troubled borrowers who give up their homes by voluntarily transferring ownership through a “deed in lieu of foreclosure” or by completing a short sale, where a home is sold for less than the amount owed, will be eligible in two years to apply for a new mortgage backed by Fannie. Currently, borrowers who complete a deed-in-lieu of foreclosure must wait four years before they can take out a loan that Fannie is willing to purchase.

LBN-BOOK INSIDER:   ***With her new memoir, The Bedwetter, Sarah Silverman is primed for a comeback. Much of The Bedwetter is taken up by Silverman writing about thinking about writing it: the porn she watched while procrastinating, the different exposed body parts she photographed and sent to her boyfriend, pages copied from her childhood diary and testy email exchanges with her editor, reprinted verbatim. “I was eight months late,” she said. “They were all in a tizzy. LBN-COMMENTARY By MEGHAN MCCAIN: Let me say upfront that I do not support the bill that was signed by Governor Jan Brewer. I believe it gives the state police a license to discriminate, and also, in many ways, violates the civil rights of Arizona residents. Simply put, I think it is a bad law that is missing the bigger picture of what is really going on with illegal immigration.

LBN-COMMENTARY By PETER BEINART: Our government is actually doing a pretty good job of providing role models for the 20 percent of American women who don’t want kids. Where it’s failing is in providing role models for the 80 percent that do.  I hope Barack Obama puts another woman on the Supreme Court. And this time, I hope it’s a woman with kids.

LBN-COMMENTARY By JANICE KAPLAN: Reports on rates of infidelity—in or out of the office—vary dramatically, but fairly reliable data say that about 10 percent of people have sex outside their marriages every year. Surveys in magazines tend to suggest 60 or 70 percent stray over the course of a marriage. Hypocrisy doesn’t seem to be a problem. Many Republican leaders who lectured President Clinton about morality and voted for impeachment either had mistresses at the time or were later caught in their own scandals. Sex knows no party affiliation.

LBN-HISTORICAL COMMENTARY By QUEEN VICTORIA: When I think of a merry, happy, free young girl - and look at the ailing, aching state that a young wife generally is doomed to - you can’t deny it is the penalty of marriage.

REPORT: CLOSE-RANGE BLAST SANK S. KOREAN SHIP:  An explosion at close range, and not a direct hit, caused the 1,200-ton patrol ship Cheonan to sink last month, a team of South Korean military and civilian investigators has tentatively concluded. The investigators’ determination was reported Sunday by the Yonhap news agency. “Instead of being directly hit by a torpedo or other underwater weapon, the Cheonan was affected by a strong explosion that occurred below its bottom at a close range,” the news agency quoted a government official as saying. The explanation matches one that investigators offered shortly after the ship’s stern was salvaged 10 days ago. A final result is not expected for a month.

MISSISSIPPI TORNADO LEAVES PATH OF DEATH, DESTRUCTION: Hundreds of homes, buildings are now flattened by nearly mile-wide twister that hit Mississippi yesterday. dawn broke Sunday and rescue crews prepared to reach hard-hit areas, officials fear the death toll will rise from a tornado that tore through Mississippi a day earlier. The twister, almost a mile wide, killed at least 10 people and decimated neighborhoods as it raked cities from the central western border with Louisiana northeastward to Alabama. It leveled a church, sheared roofs off houses, overturned cars and plunged large swaths of the state in darkness as it toppled power lines. “You could just feel the glass and debris flying in and cutting you,” one survivor said. Mississippi Gov. Haley Barbour plans to request emergency federal aid on Monday.

NO EXIT SEEN FROM THAILAND’S VERY UN-THAI CRISIS: Whether keeping rapacious colonial powers at bay, averting political violence or settling family squabbles, Thais have earned a reputation for deft diplomacy, thwarting confrontation and achieving compromise, or as they proudly say, “bending with the wind like bamboo.” Until now, it seems. The latest iteration of Thailand’s political crisis, which pits a largely rural movement against the government, is in its seventh week. There is no end in sight and seemingly no one able to break the deadlock that has seen protesters occupying key areas of Bangkok for weeks. Individuals and institutions, including the monarchy, that once played key mediating roles, are either powerless or silent. Confrontations have so far taken the lives of 26 people and paralyzed central Bangkok, where the protesters, known as the Red Shirts, occupy a square-mile (half-kilometer) of some of the capital’s most glamorous shopping areas.

PRESIDENT OBAMA HAS BROKEN A CAMPAIGN PROMISE:  Like presidents before him, President Obama refused to say “genocide” while commemorating Armenian Remembrance Day on Saturday. Skirting around the g-word, Obama said “On this solemn day of remembrance, we pause to recall that 95 years ago one of the worst atrocities of the 20th century began. In that dark moment of history, 1.5 million Armenians were massacred or marched to their death in the final days of the Ottoman Empire.” American presidents have always resisted saying “genocide” out of fear of offending Turkey; however, Obama had promised in his presidential campaign that he would call the Armenian killing “genocide.”

REP. CALLS FOR BOYCOTT OF HIS STATE:  In the wake of the controversial immigration bill signed into law by Arizona’s governor Friday, Rep. Raul Grijalva is calling on companies to boycott his own state as both an “embarrassment sanction” as well as an “economic sanction.” The law requires police to stop anyone who gives them cause to think they’re in the country illegally and requires people to show proof of citizenship. Many say the law will lead to racial profiling, which Gov. Jan Brewer disputes. Arizonans are nervous, as the state depends heavily on tourism, including 4 million legal visitors from Mexico a year.

BRITAIN APOLOGIZES FOR POPE JOKES:  Britain’s Foreign Office threw together a quick apology to Pope Benedict XVI, who is set to make his first visit to the country, after the leak of an internal memo in which officials joked that, while there, the pope could open an abortion clinic, launch his own line of condoms, sing a duet with Queen Elizabeth, bless a gay marriage, and establish a hotline for abused children. Junior officials wrote the list of ideas during a brainstorming session to discuss possibilities for the visit, which will be the first by the head of the Roman Catholic Church since Pope John Paul II in 1982. Government officials condemned the proposals as “ill-judged, naïve and disrespectful.” Britain’s ambassador to the Vatican met with papal officials for a formal apology.

The latest analysis of data has detected what could be a somewhat elevated rate of Guillain-Barr? syndrome, which can cause paralysis and death; Bell’s palsy, a temporary facial paralysis; and thrombocytopenia, which is a low level of blood platelets, officials reported Friday. The data is being collected through five of the networks the government is using to monitor people who were inoculated against the swine flu.

LBN-COMMENTARY By FELIX SALMON:  There is no scandal whatsoever associated with Goldman Sachs emails released by Senator Levin today. They show Goldman people going about their line of work, doing what Goldman people do, taking long positions, taking short positions, sometimes even taking big short positions. This is what broker-dealers should do if they have decent risk management. The most interesting bit about them, for me, is the glimpse they give into the Goldman PR machine.

GOLDMAN SACHS MESSAGES SHOW IT THRIVED AS ECONOMY FELL: In late 2007 as the mortgage crisis gained momentum and many banks were suffering losses, Goldman Sachs executives traded e-mail messages saying that they were making “some serious money” betting against the housing markets. The e-mails, released Saturday morning by the Senate Permanent Subcommittee on Investigations, appear to contradict some of Goldman’s previous statements that left the impression that the firm lost money on mortgage-related investments. In the e-mails, Lloyd C. Blankfein, the bank’s chief executive, acknowledged in November of 2007 that the firm indeed had lost money initially. But it later recovered from those losses by making negative bets, known as short positions, enabling it to profit as housing prices fell and homeowners defaulted on their mortgages. “Of course we didn’t dodge the mortgage mess,” he wrote. “We lost money, then made more than we lost because of shorts.”

OBAMA: AUTO INDUSTRY IS RECOVERING: Bailing out the auto industry may have been one of Barack Obama’s more unpopular decisions, but now he says it is paying off. In his weekly radio address, the president boasted signs of recovery at General Motors and Chrysler and used them to push for the financial reform bill, which will come before the Senate this week. GM has decided to pay back $5.8 billion in government loans and Chrysler turned an operating profit for the first quarter, with losses from the auto industry overall falling to $28 billion from an initial $85 billion.

NETANYAHU REACHES OUT TO PALESTINIANS: Israeli Prime Minister Benjamin Netanyahu took a conciliatory tack ahead of new peace talks with Palestinian leaders, releasing about 1,000 Palestinian prisoners and expanding the Palestinian Authority’s reach within the West Bank. LBN-HEALTH WATCH:   ***Researchers have identified a gene that they believe affects human hair growth. Mutations in the gene, known as APCDD1, cause a hair condition called hereditary hypotrichosis simplex. A progressive condition, it begins in childhood and causes hair follicles shrink and narrow. This, in turn, causes thin, fine hair to replace the normally thick hair that grows on the scalp. Scientists hope the discovery will someday lead to new treatments for hair loss as well as for excess hair growth issues.

DEADLY FUNGUS SPREADING IN NORTH AMERICA: Could this be the next swine flu? A deadly fungus that typically affects those with weak immune systems (such as AIDS patients) has been spreading among healthy animals and adults in the United States and Canada, according to scientists. Cyroptococcus gattii has infected a total of 270 patients in British Columbia, Washington, Oregon, and caused 40 deaths so far after mutating from its original form, a change scientists speculate could be caused by climate change. Though the fungus typically is found in wooded areas, one researcher said, “The outbreak may continue to expand into the neighboring region of Northern California, and possibly further.”

BRET MICHAELS — THE ODDS OF SURVIVAL:
Bret Michaels doesn’t just need good medical attention to survive his current condition — he also needs luck.

According to Cedars-Sinai Medical Center, people who don’t receive proper medical treatment after suffering a subarachnoid hemorrhage have a 20% to 30% chance of experiencing a second bleed within the first month — and the odds of surviving a second bleed are extremely slim.
Fortunately, Michaels is reportedly being treated in a capable medical center.

As for Michaels’ treatment, Cedars warns, “Because of the ominous prognosis with delayed definitive therapy, referral to a center of excellence with experience in treating subarachnoid hemorrhage is imperative.”

ARIZONA GOVERNOR SIGNS IMMIGRATION BILL:

Arizona Gov. Jan Brewer signed a state bill Friday that requires police to determine whether a person is in the United States legally, which critics say will foster racial profiling and discrimination.

Earlier in the day, President Obama criticized the bill, calling it “misguided.”

Some Latino members of Congress urged Brewer to veto the bill, arguing that it unconstitutionally authorizes discrimination.

Supporters said the measure is needed to fill a void left by the federal government’s failure to enforce immigration laws. Its leading sponsor, state Sen. Russell Pearce, said, “Illegal is not a race; it’s a crime.”

FRIDAY • APRIL 23, 2010
LBN-COMMENTARY By MIKE MEDAVOY (Producer and Author): I think we are giving these people, the T party, too much space and credence. They do not know what they are about—the Boston party was about the issue of no taxation without representation, that is not the case here—these people do not understand history, much less care.  For the good of the country, eventually, both the Republicans and the Democrats will have to get into substantive arguments as well as philosophical arguments and the majority should rule, that is what democracy is about. That’s why we vote them in or out of office. The rest of it is just noise and terribly counterproductive and, furthermore, politically motivated stupidity. It is all about where this country needs to be in the 21st century and it shouldn’t be about the privileged few.  The age of civility must return but, before that can happen, reason must prevail. Not noise and placards but clear-thinking arguments without bringing in the issue of guns and the 1st amendment. If you want to argue what is too much government, let’s have an argument at the ballot box. We are only here for a nano-second and the world has shrunk; everyone knows instantly what others are doing. There are already too many dangers lurking out there—not the least of which is nuclear annihilation—polarization and extremism are one and the same. It is not about who has the largest gun, because someone will eventually build a bigger one. We are all children of God and were brought here for the purpose of creating a better place for the generations to come; that is what was preached. That ought to be our mission. That can only be done with real knowledge and an educated population with imagination and compassion.

DISGRACE - WHILE ECONOMY CRUMBLED, TOP FINANCIAL WATCHDOGS AT SEC SURFED FOR PORN ON INTERNET: MEMO: At the SEC, all they thought about was SEX. The country’s top financial watchdogs turned out to be horn dogs that spent hours gawking at porn Web sites as the economy teetered on the brink, according to a memo released Thursday night. The shocking findings include Securities and Exchange Commission senior staffers using government computers to browse for booty and an accountant who tried to access the raunchy sites 16,000 times in one month.

The accused pirates have been indicted on a series of charges that remain under court seal until the suspects appear before a federal magistrate in Norfolk early Friday, the officials said.

SALES UP: Sales of new homes surged 27% last month, bouncing off the previous month’s record low and blowing past expectations as better weather and government incentives boosted sales. The Commerce Department said Friday that new home sales rose in March to a seasonally adjusted annual sales pace of 411,000. It was the strongest month since last July and the biggest monthly increase in 47 years.

A rise in gas prices also helped push up the index.

LBN-MEDIA INSIDER:   ***Arabic news network Al-Jazeera says it’s taking a more showbiz slant — and plans to air a panel discussion with Michael Moore, Oliver Stone and “My Trip to al Qaeda” director Alex Gibney, whose film is being screened at the TriBeCa festival. The network organized the May 4 event, to be hosted by its chief political analyst, Marwan Bishara, on the roof at Hudson Terrace. A source said, “Hudson Terrace owner Michael Sinensky was initially resistant to the idea and was concerned about anti-American sentiment being expressed. But he was assured by Al-Jazeera that it is not going to cross into that area and it will be about Hollywood’s role in chronicling history.” Sinensky told us, “We don’t want Hudson Terrace being used as a platform for certain extremist geo-political views. However, in the name of free speech, we’ll roll the dice and open our doors.” The show airs in September.   ***We don’t mean to interrupt the quiet truce in the Late Night War, but: Anyone who thinks “The Tonight Show with Jay Leno” has been an instant, dramatic ratings improvement over “The Tonight Show with Conan O’Brien” really ought to check out last week’s numbers. In the adults 18-49 category NBC has repeatedly said it cares most about, Leno averaged only a 1.0 rating/5 share — despite facing a week of repeats from “Late Show with David Letterman,” which earned a 0.8/3. It was Leno’s lowest demo score since returning to 11:35 p.m. in March.

LBN-HEALTH WATCH:   ***Researchers say that about one third of all people who use indoor tanning beds become addicted to the practice. These people are also more likely to suffer from anxiety and more prone to abuse alcohol and drugs. Some research suggests that exposure to ultraviolet radiation from indoor tanning beds releases endorphins, chemicals in the body that improve mood, so tanners may be using the beds as a way to cope with distressing emotions. Addressing underlying issues may help tanning addicts reduce their use of sunbeds.

INSPECTORS FOUND NEGLIGENCE AT WEST VIRGINIA MINE MONTHS BEFORE BLAST: Federal safety inspectors who visited Massey Energy’s Upper Big Branch coal mine early this year said senior managers showed “reckless disregard” for worker safety by telling a foreman to ignore a citation the mine had received for faulty ventilation, according to the inspectors’ handwritten notes. The notes, from inspections in early January, say the president and a vice president of Massey Energy’s Performance Coal subsidiary told a foreman at the Upper Big Branch mine “not to worry about it” when he spoke to them about a ventilation problem cited by federal mine safety inspectors three weeks earlier. They told the foreman “it was fine,” according to the notes, citing the account of a mine employee.

MILITARY’S HEALTH CARE COSTS BOOMING: Military health care spending is rising twice as fast as the nation’s overall health care costs, consuming a larger chunk of the defense budget as the Pentagon struggles to pay for two wars, military budget figures show. The surging costs are prompting the Pentagon and Congress to consider the first hike in out-of-pocket fees for military retirees and some active-duty families in 15 years, said Rear Adm. Christine Hunter, deputy director of TRICARE, the military health care program.

OBAMA TO WALL STREET: ‘JOIN US’: President Obama pays a visit to New York today to deliver a speech on financial reform. “It is essential that we learn the lessons of this crisis, so we don’t doom ourselves to repeat it,” he will say, according to prepared remarks. “And make no mistake that is exactly what will happen if we allow this moment to pass.” He will also ask financial lobbyists to come around to his side: “I am here today because I want to urge you to join us, instead of fighting us in this effort.” The president will emphasize that what happens there fuels what happens on Main Street. But don’t expect bankers to take too kindly to the pop-in. “I don’t think Wall Street is expecting any kind of olive branch on the substance of the legislation, but I think folks on the street would like to see cooler rhetoric,” said one analyst. “I’m not sure that they’re going to get it.”

AT LEAST 11 MISSING AFTER BLAST ON OIL RIG IN GULF: The U.S. Coast Guard launched a major search effort Wednesday for 11 people missing after a “catastrophic” explosion aboard an oil rig in the Gulf of Mexico engulfed the drilling platform in flames. Another 17 people were injured — three critically — in the blast aboard the Deepwater Horizon, which occurred about 10 p.m. Tuesday. As of late afternoon Wednesday as many as six firefighting vessels were working to contain the massive fire caused by the explosion.

IRAN STARTS PLAYING WAR GAMES: Ayatollah Ali Khamenei, Iran’s supreme religious leader, isn’t a big fan of America’s new nuclear policy, telling state television Thursday that the strategy would led to “atomic threats against Iranian people.” In a more dangerous riposte, Iran has stepped up its war game exercises in the Persian Gulf. In his Nuclear Posture Review, President Obama deliberately left the door open to using nuclear weapons against Iran, an administration adviser told The New York Times. A leader of Iran’s Revolutionary Guard told state television that the exercises, which will last three days, will demonstrate “Iran’s strength and will against the threats of the enemies.”

LBN-MEDIA INSIDER:   ***BusinessWeek is showing its first major changes following its acquisition by Bloomberg last December. On the cover of Thursday’s magazine, Bloomberg will get equal billing. Inside, readers will find twice the number of stories as before. Having gutted its staff, much of Businessweek’s new content will be written by Bloomberg’s massive army of reporters. Some moves have led to staff grumbling. “We never expected to flip a switch and for it to be Nirvana,” Bloomberg President Daniel Doctoroff told the Wall Street Journal. Readers of The Economist will find the layout of the new number familiar. It is divided into five sections for stories: economics, companies, politics and policy, technology, and markets.   ***Joe Adalian just joined the Wrap last June, but he’s taking his address book and his TV MoJoe blog (originally started at TV Week) to New York Magazine’s entertainment site Vulture.

SOUTH PARK CREATORS ARE WARNED: Revolution Muslim, a New-York based Islamic group, issued a stern warning to the creators of the Comedy Central cartoon South Park following an episode that portrayed the Prophet Muhammad in a bear costume, while showing traditional images of other religious leaders. The group likened Trey Parker and Matt Stone, the duo behind the irreverent program, to Theo van Gogh, a Dutch filmmaker murdered by an Islamic militant in 2004. Abu Talhah Al-Amrikee wrote in a blog post that the episode “outright insulted” the Prophet. “We have to warn Matt and Trey that what they are doing is stupid, and they will probably wind up like Theo van Gogh for airing this show. This is not a threat, but a warning of the reality of what will likely happen to them.”

LBN-HEALTH WATCH: In recent years, the average American’s diet has increasingly incorporated added sugars, defined in a recent study as “caloric sweeteners used by the food industry and consumers as ingredients in processed or prepared foods to increase the desirability of those foods.” In the mid-1990s, 15.8 percent-or 359 calories a day-of the typical American’s diet was composed of added sugar, an increase of more than 5 percent since the late 1970s. This is problematic because research shows that the more added sugars people consume, the lower their levels of HDL-C, or “good cholesterol,” and the higher their levels of triglycerides.

BLACK FARMERS CALL ON CONGRESS TO PAY RACIAL BIAS SETTLEMENT: African-American farmers hoping for government settlement money in a racial bias case met with lawmakers Wednesday and called on Congress to come up with a way to fund the $1 billion deal. Litigation known as the Pigford Case established a longstanding pattern of discrimination at the U.S. Agriculture Department against African-American farmers who had applied for farm loans and support from federal programs.

HEATHER LOCKLEAR HIT & RUN: Heather Locklear busted for hit & run accident. The Melrose Place beauty was given a citation for a hit-and-run at around 4 AM last Saturday near North Ranch Country Club in Westlake Village, CA.  A “no parking” sign was knocked over and there were obvious signs of a car rising onto the curb and  striking the sign. An investigation confirmed that the car in question was indeed Locklear’s black BMW.Under the penal code of California the offense is a misdemeanor, so luckily Heather was not taken into custody but she did receive a citation.

NAPOLITANO MAKES COMEBACK AFTER XMAS FUMBLE: If most Americans know Janet Napolitano’s name, it is because of her bungled reaction to the failed Christmas bombing of last year, when President Obama’s Homeland Security secretary went on television to praise the country’s security protocols, saying the “system worked.” Since that misstep, the former Phoenix governor has regained her footing, becoming one of the most powerful members of the president’s Cabinet, Anne Kornblut writes in Thursday’s Washington Post. Napolitano is being mentioned as a possible Supreme Court appointee. She’s on the lips of those speculating about the next attorney general. This week, she was out front at a memorial for the Oklahoma City bombing. About that “system worked” comment? “There’s no time to sit and moan about a quote that’s something you said,” Napolitano said. “You’ve just got to move.”

LBN-THE “INSIDE” STORY: The French government is drawing up new legislation to make it illegal for Muslim women (or presumably any women) to wear a full-face veil in public. The new law will stop the niqab and the burqa (pictured above) from being worn in the streets, shops and markets and not just in public buildings. President Nicolas Sarkozy intends to press ahead with the bill claiming that the veil is an “assault upon women’s dignity”. “We’re legislating for the future. Wearing a full veil is a sign of a community closing in on itself and of a rejection of our values,” commented Luc Chatel, a spokesman for Mr Sarkozy, on leaving a cabinet meeting led by the President.

LBN-BOOK NEWS:   ***Kristy Watts, Danielle Steel’s former assistant, has been sentenced to two years and nine months in the federal poky and 400 hours of community service for stealing $768,000 from the romance novelist, largely by manipulating her accounts, according to The San Francisco Chronicle. Watts said that “envy and jealousy” of Steel, plus greed, motivated the theft. Watts worked for Steel for 15 years, using Steel’s online payroll to pay herself extra, using Steel’s credit-card reward points for gifts and airfare for herself and her family, and depositing checks made out to “cash” in her own account.

LBN-TODAY’S BIRTHDAY: Immanuel Kant (1724) Kant was a German metaphysician who shook the foundations of Western philosophy. In his Critique of Pure Reason, Kant proposed that objective reality is known only insofar as it conforms to the essential structure of the knowing mind and that things beyond experience are unknowable. He thus concluded that the existence of God, freedom, and immortality can be neither affirmed nor denied on theoretical grounds.

LBN-RECOMMENDS By RACHEL RAY (Chef, TV Personality, and Author): My husband and I love Motorino. They make the best pizza in New York. They make a fantastic Colatura di Alici pizza with melted anchovies crushed over the crust. The East Village branch on 2nd Avenue and 12th Street has an 100-year-old oven from Una Pizza Napoletana, one of the city’s first pizzerias of the new generation. It was in the building before Motorino. Not only does their chef Mathieu Palombino have the benefit of a great oven, he also has the skill to get the temperature just right. But to be honest, I think that we’re also partial because it’s about two blocks from our house.

LBN-RECOMMENDS By LIZ LANGE (Fashion designer and co-creator of Shopafrolic.com): Just finished Norris Church Mailer’s memoir A Ticket to the Circus, which I could not put down. Startlingly frank, deliciously gossipy, and psychologically astute, it’s a larger-than-life tale of a larger-than-life love affair. LBN-COMMENTARY By Robert G. Zuckerman: Cigarettes are evil: they cause cancer, they pollute our planet and they start deadly fires among other things.  And they cost a lot of money, that could be put to much better use. As with guns, the world would be a much better place without cigarettes.

LBN-COMMENTARY By MEGAN BLAKE (Pet-Lifestyle Coach and Host of the PBS show Animal Attractions TV): Freedom of speech is a valued key to our society and protection of the constitution, equally regarded.  However, illegal acts like child-pornography, threatening TSA agents are not weighed as more valuable than protection of the innocent.  Animal Anti-cruelty laws exist to protect voiceless creatures, especially those bred as trusting companions.  Allowing videos of women stomping and piercing kittens and puppies with stiletto heels is a vile contradiction to our ethics.  The Humane Society of the US has begun work on legislation to “fix” this.

LBN-HISTORICAL COMMENTARY By FLORENCE NIGHTINGALE: The world is put back by the death of every one who has to sacrifice the development of his or her peculiar gifts to conventionality.

THE FINAL WORD FROM PASTOR BOB (Pastor Bob is the Founder of the First Fundamental Church of the Bible):   ***The Bible has the answers to all of life’s questions.  You may not like the answers.  But they’re true.   ***American churches are weak today because ministers stopped preaching about Hell.   ***God expects you to be patriotic, not idiotic.  *The LBN E-lert is pornographic. And the editors will one day have to answer to God for that.   ***Husbands are the head of the house.  Period.  But if you aren’t loving your wife, then you aren’t a real man.   ***Get clear about this:  God hates the sin, but loves the sinner.  ***The Roman Catholic church is a big cult.  Praying to dead people.  Molesting young boys.  The list goes on.  If you are Catholic, find a good Bible-believing church instead.   ***I’m praying for Catholics today and I’m praying for you.

President Obama is currently meeting informally with potential nominees, and a senior official tells The Hill that it’s “entirely likely” the president’s choice will come “well before then.” Republican intransigence, meanwhile, may backfire: “The president is making this decision with a pretty clear view that whoever he chooses is going to provoke a strong reaction on the right,” another official tells Talking Points Memo, meaning that he could choose a more-liberal justice, since GOP opposition is a given no matter what.

MISSING WORKERS SOUGHT AFTER ACCIDENT ON OIL RIG: Rescuers searched waters off Louisiana’s coast Wednesday after an explosion and fire on an offshore drilling platform left seven workers badly hurt and 11 missing. Most of the 126 people were believed to have escaped safely after the explosion on the rig Deepwater Horizon at about 10 p.m. Tuesday, Coast Guard Senior Chief Petty Officer Mike O’Berry said. The rig, about 52 miles southeast of Venice on Louisiana’s tip, was listing about 10 degrees and still burning Wednesday morning. “It’s burning pretty good and there’s no estimate on when the fire will be put out,” O’Berry said.

ARIZ. DEMANDS OBAMA’S BIRTH CERTIFICATE: Can’t wait to hear if John McCain has something to say about this: Right on the heels of passing the strictest anti-immigration laws in the country, the Arizona House has passed a provision that will require President Obama to show his birth certificate in order to get on the state’s ballot. The state House voted 31-22 to add the measure, which will require all U.S. presidential candidates to prove they meet constitutional requirements, to a larger bill, which still faces a vote. One Democratic state rep. said that Arizona is becoming “the laughing stock of the nation,” but the state may in fact be in good company: similar laws have been proposed in Florida, Oklahoma, and Missouri.

WATER DEPARTMENT CUTS CONNECTIONS TO THOUSANDS OF CITY’S POOR: Detroit’s water utility supplied 20 percent less water in 2009 than it did in 2003. The obvious reasons for the decreased supply include a steep decline in Industrial activity and population. Michigan’s largest city – home to 820,000 residents, 1 million less than in 1950 – is losing 10,000 residents annually. But a third important source of the department’s diminishing market is that many poor residents simply can’t afford the basic service. Thousands of Detroit residents have had their water connections cut by the city, forcing people to adopt informal methods to gain access to drinking water.

AL PACINO AS DR. KEVORKIAN: Al Pacino is hardly recognizable behind a Midwestern accent and big glasses in HBO’s You Don’t Know Jack, a biopic about Jack Kevorkian, The New York Times reports. The film isn’t meant to weigh in on the moral and legal issues surrounding Kevorkian, who rose to prominence in the 1980s and 1990s for his work promoting euthanasia. Instead, Pacino and director Barry Levinson focused on bringing nuance to Kevorkian’s story. As Pacino put it, “He turned away the vast majority of people who came to him, he didn’t take money for what he did, and he did not see these patients as people he was killing. He saw them as people whose pain he could relieve.”

LBN-RECOMMENDS By MARIO BATALI (CHEF AND TV PERSONALITY): I had one of my favorite meals of the year at Dos Toros, which is just a small taqueria on 4th Avenue and 13th Street in New York City. It was started by two brothers from the Bay Area who ate at their favorite taqueria nearly every day of the week growing up and were disappointed upon moving to New York that no such place existed. So they opened their own. It’s perfect. It’s fresh. It’s inexpensive. It’s delicious.

LBN-COMMENTARY By THOMAS L. FRIEDMAN: I’ve been thinking about President Obama’s foreign policy lately, but first, a golf tip: I went to Dave Pelz’s famous short-game school this winter to improve my putting and chipping, and a funny thing happened — my long game got better. It brings to mind something that happened to Obama. The president got health care reform passed, and it may turn out to be his single most important foreign policy achievement. In politics and diplomacy, success breeds authority and authority breeds more success. No one ever said it better than Osama bin Laden: “When people see a strong horse and a weak horse, by nature they will like the strong horse.”

LBN-COMMENTARY By BEN STEIN: Mind you, I don’t blame Mr. Obama for magical thinking.  Mr. George W. Bush engaged in it when he said he would bring democracy to the Mideast (which would be a disaster for us since most of the voters would be for the jihadists).

LBN-OVERHEARD:   ***If you missed the recent wave of Hitler “Downfall” parody videos, you may be out of luck. On Tuesday – coincidentally, Hitler’s birthday — many of the parodies were removed from YouTube over copyright claims. “Downfall” director Oliver Hirschbiegel doesn’t seem to mind that his very serious film “Der Untergang” has provided the basis for the popular internet meme, but German production company Constantin Films, which owns the rights to the movies, is less pleased.   ***CBS President Les Moonves’ wife, Julie Chen, could soon be the face of a new daytime panel chat show for mothers. Chen — who has a son, Charlie, with Moonves — and “Roseanne” star and lesbian mom Sara Gilbert are preparing to shoot a pilot for the network for a show to rival ABC’s “The View.” Other possible panelists linked to the project are Lisa Rinna and pregnant “Real Housewives of New York City” star Bethenny Frankel. A CBS source said, “It’s a daytime panel show to take on ‘The View,’ targeted at women with children and hosted by celebrities, journalists and regular moms. A pilot will be shot in early May.”

RAHM WANTS TO RUN FOR MAYOR OF CHICAGO: Under-fire White House Chief of Staff Rahm Emanuel may soon be out of a job, but he seems to know where he would like to land next. Confirming the rumors, Emanuel said he would like to run for mayor of Chicago at some point—the next election is in 2011. “I hope Mayor Daley seeks reelection,” he told Charlie Rose on PBS Monday. “I will work and support him if he seeks reelection. But if Mayor Daley doesn’t, one day I would like to run for mayor of the city of Chicago. That’s always been an aspiration of mine even when I was in the House of Representatives.” Emanuel had once aspired to be Speaker of the House, but now says that those dreams are “over.” The main draw of Chicago’s top job, he said, was the daily contact with constituents.

FINANCE OVERHAUL FIGHT DRAWS A SWARM OF LOBBYISTS: Assessing the battle to overhaul the nation’s financial regulations recently, Jamie Dimon, the chief executive of JPMorgan Chase, left no doubt about the consequences if Congress cracked down on his bank’s immense business in derivatives. “It will be negative,” he said. “Depending on the real details, it could be $700 million or a couple billion dollars.” With so much money at stake, it is not surprising that more than 1,500 lobbyists, executives, bankers and others have made their way to meet at the Senate committee that will take up legislation on Wednesday to rein in derivatives, the complex securities at the heart of the financial crisis.

POT SMOKERS CELEBRATE THE MARIJUANA ‘HOLIDAY’:  April 20 is a date born out of many myths, it was police shorthand (“420”) for marijuana smoking, the time of a daily toking ritual of a high school crew in San Rafael, California, or an orchestrated event by Deadheads in the early ‘90s. Regardless of origin, 4/20 is now universally known as the annual date of celebration for those with pot-smoking, counterculture pride. This year, thousands across the States are lighting up: University of Colorado hosts its annual smoke-out, Olympia, Washington has the annual Oly 420 Cup, and the All American Health and Healing Cooperative will host a 420 Celebration fest in Los Angeles where, for $75, attendees can learn to clone plants, enter a raffle for five ounces of pot, and snag a photo-op in the “Garden of Weeden.”

Jumbo crabmeat and avocado, Colorado rack of lamb with tarragon jus, and Parmesan polenta cake was eaten by candlelight. LBN-COMMENTARY By DAVID BROOKS: In 2001, Cass R. Sunstein wrote an essay in The Boston Review called “The Daily We: Is the Internet really a blessing for democracy?” Sunstein, a professor at the University of Chicago who now serves in the Obama administration, raised the possibility that the Internet may be harming the public square. In the mid-20th century, Americans got most of their news through a few big networks and mass-market magazines. People were forced to encounter political viewpoints different from their own. Moreover, the mass media gave Americans shared experiences. If you met strangers in a barbershop, you could be pretty sure you would have something in common to talk about from watching the same TV shows.

LBN-COMMENTARY By ROGER LOWENSTEIN: While the Securities and Exchange Commission’s allegations that Goldman Sachs defrauded clients is certainly big news, the case also raises a far broader issue that goes to the heart of how Wall Street has strayed from its intended mission. Wall Street’s purpose, you will recall, is to raise money for industry: to finance steel mills and technology companies and, yes, even mortgages. But the collateralized debt obligations involved in the Goldman trades, like billions of dollars of similar trades sponsored by most every Wall Street firm, raised nothing for nobody. In essence, they were simply a side bet — like those in a casino — that allowed speculators to increase society’s mortgage wager without financing a single house.

LBN-HOLLYWOOD INSIDER: ***NBC Universal President Jeff Zucker and Universal Studios President Ron Meyer are in a race for the finish line as Comcast moves to acquire NBC Universal from General Electric. Entertainment blogger Anne Thompson writes, “It’s likely that only one will survive the Comcast acquisition. Each one wants to win.” There’s no love lost between the two: An e-mail leaked to reporters said the execs “long ago came to the realization that they neither like nor respect each other.” The tipster explained, “Zucker thinks Meyer is all fluff no substance. Meyer thinks Zucker is a fool, too full of himself to realize what a disaster he’s been at the helm of NBC.” The war is one art East Coast [Zucker] versus West Coast and partially an issue of differing constituencies. Meyer is liked in Hollywood and Zucker is not. An NBC source claimed the feud is nonexistent saying “Ron and Jeff are not only colleagues, they are friends” and that “they talk almost daily.” He adds, “This whole thing is just someone’s attempt to stir up trouble where there is none.” ***How is Conan O’Brien’s arrival at TBS going to change things at the network? Don’t expect the programming to change much: The network is still likely to “stack” episodes of a single show—The Office or Family Guy, for example—for three hours in the run-up to Conan’s upcoming 11 p.m. show. This style of programming has made TBS the number-one cable network among viewers age 18 to 34. “If you look at what George Lopez is doing,” says one media insider. “Conan is going to do as well or better and very likely better. TBS is probably going to establish a pretty strong talk-show lineup.” ***While Paramount and Marvel Entertainment’s “Iron Man 2″ doesn’t hit theaters until May 7, a promotional blitz is already reaching consumers at virtually every imaginable touch point, says AdAge. TIGER AND JESSE MISTRESSES TO HOST REALITY TV: The inevitable has arrived: Jesse James’ alleged mistress #1 and Tiger Woods’ who-knows-what-number are in the works to front a show called Celebrity Cheaters. According to TMZ, Michelle “Bombshell” McGee and Jamie Jungers would host the show highlighting adulterous celebrities who cheat on their partners. The show was created by Bobby Goldstein who, in 2000, dreamed up the series Cheaters and would be centered around trying to “catch celebrity cheaters with their pants down.” Nothing has been signed and the show hasn’t found a home, but Goldstein says both McGee and Jungers have agreed to come aboard.

U.S. MILITARY UPDATES PLANS AGAINST IRAN: The Pentagon and U.S. Central Command are updating military plans to strike Iran’s nuclear sites, as they prepare up-to-date options for the president in the event he decides to take such action, an Obama administration official told CNN Sunday. The effort has been underway for several weeks and comes as there is growing concern across the administration’s national security team that the president needs fresh options ready for his approval if he were to decide on a military strike, according to the official who is familiar with the effort. In January, Defense Secretary Robert Gates wrote a classified memo to the White House, raising concerns about whether the administration had a sufficient policy in place along with military options for stopping Iran’s progress in getting a nuclear weapon, the official confirmed.

LBN-RECOMMENDS By KATHERINE HEIGL: I just started watching Life Unexpected. It’s an unbelievable show on the CW. I think it’s an amazing story. I’d worked with the show’s star Shiri Appleby years ago on Roswell and she’s spectacular on it. I love the story. It’s about parents who give a daughter up for adoption and she comes into their lives 16 years later. I liked that perspective on it. I watch it and I think about what it cost my adopted daughter Naleigh’s parents to let her go and that it was the best thing they could do for her, but how hard that must be emotionally. I sit and watch this show every week from the birth mother’s perspective, and it’s amazingly well done.

LBN-COMMENTARY By BILL CLINTON: Fifteen years ago today, the bombing of the Alfred P. Murrah Building in Oklahoma City claimed the lives of 168 men, women and children. It was, until 9/11, the worst terrorist attack in United States history. But what emerged in its aftermath — the compassion, caring and love that countless Americans from all walks of life extended to the victims and their families — was a powerful testament to the best of America. And its lessons are as important now as they were then. Most of the people killed that day were employees of the federal government. They were men and women who had devoted their careers to helping the elderly and disabled, supporting our veterans and enforcing our laws. They were good neighbors and good friends. One of them, a Secret Service agent named Al Whicher, a husband and father of three, had been on my presidential security detail. Nineteen children also lost their lives.

GATES: NO LONG-TERM IRAN PLAN: In a secret memo to top White House officials, Defense Secretary Robert Gates warns that the U.S. has no long-term policy for handling Iran’s nuclear program as it continues to progress. The memo has sparked intense work in the Pentagon, White House, and among intelligence agencies to come up with new strategies for the president if sanctions and diplomacy fail to discourage Iran from building the bomb. Gates warned that the administration has no strategy to deal with a likely scenario: Iran builds all the main parts of a nuclear weapon but does not assemble them, thereby becoming a “virtual” nuclear state while still abiding by the Nuclear Nonproliferation Treaty. Officials have said that there is a line that Iran will not be allowed to cross—acquiring nuclear capability, which would come before the creation of an actual weapon. But Gates is worried American intelligence agencies will miss signs that Tehran is close to producing a bomb. Officials said the memo was a “wakeup call,” though others disagreed with that description and said the Obama administration had been working on an Iran policy for 15 months.

VOLCANO CLOUD COULD CLEAR BY MIDWEEK: Airlines across Europe canceled over 77 percent of their flights for another day during the continued disruption caused by the Icelandic volcano Eyjafjallajokull. Accuweather, however, is predicting weather changes April 22 that might clear things up for the northern and central European nations. “Expect ongoing interruptions for the next four or five days,” said an Icelandic meteorologist. “The eruption is still in full swing, and the volcano is spewing pretty dark ashes as high into the air as 5 to 6 kilometers.” Airplane grounding began April 14 and only about 5,000 flights were expected to go out across Europe Saturday compared to the normal 22,000 on a weekend day. Eruptions could continue for months, and the last time Eyjafjallajokull went off, it lasted for over a year. However, A spokeswoman for KLM — one of the airlines that conducted test flights — said the flights show European air space is safe with the exception of Iceland. According to the EU Secretary of State Diego Lopez Garrido, results of test flights show “there’s no impact” in European Union air space from the volcanic ash that has disrupted air travel this week. European transport ministers plan to discuss the results of flight tests at a technical meeting Monday.

LBN-HEALTH WATCH:   ***Researchers say that infertile men may have an increased risk of developing aggressive prostate cancer. A study of 22,000 Californian men who had been evaluated for infertility between 1967 and 1998 found that infertility increased their chances of being diagnosed with aggressive tumors by 2.6 times. It remains unclear why this link exists, but it may help doctors identify which patients should be screened for the cancer. Prostate cancer is one of the most common invasive cancers among males, affecting about 160 per 100,000 every year.

LBN-SPORTS INSIDER:  The New York Mets and the St. Louis Cardinals could have played over two games yesterday in the time it took them to finish one. After 20 innings that lasted six hours and 53 minutes, the Mets, who did not get their second hit until the 12th inning, came out on top in a 2-1 victory at Busch Stadium. Both teams had to look outside of their bullpens for pitching help as their entire staff had been exhausted, but the Mets have been in this situation before, having gone through a 23-1/2 inning debacle with the Houston Astros in 1968 before eventually losing 1-0 at the Astrodome. This time, MetsJose Reyes’ sacrifice fly brought in Angel Pagan, the go-ahead run, and Mike Pelfrey hit the mound for the final three outs of what was a marathon of a game. Nobody felt it more, though, than Jason Bay, who struck out four times in a 0-7 showing at the plate.

LBN-RECOMMENDS By JONATHAN KARP (Publisher and editor in chief of TWELVE imprint): The Genius in All of Us by David Shenk will give new hope to those of us who have not yet written a classic sonata or played center field for the Yankees. With a flair for explaining scientific research, he debunks outdated assumptions that genes are destiny and shows how environment and mindset are just as important. In a footnote, Shenk says he calculated the time he spent on this book and realized he wrote an average of eight words per hour. Given the clarity and compression of his writing—his chapter on twin research is a tour de force—those hours were well spent.

LBN-COMMENTARY By GEORGE WILL: When liberals advocate a value-added tax, conservatives should respond: Taxing consumption has merits, so we will consider it — after the 16th Amendment is repealed.

LBN-COMMENTARY By THOMAS L. FRIEDMAN: You’ve heard that saying: As General Motors goes, so goes America. Thank goodness that is no longer true. I mean, I wish the new G.M. well, but our economic future is no longer tied to its fate. No, my new motto is: As EndoStim goes, so goes America. EndoStim is a little start-up I was introduced to on a recent visit to St. Louis. The company is developing a proprietary implantable medical device to treat acid reflux. I have no idea if the product will succeed in the marketplace. It’s still in testing. What really interests me about EndoStim is how the company was formed and is being run today. It is the epitome of the new kind of start-ups we need to propel our economy: a mix of new immigrants, using old money to innovate in a flat world.

LBN-COMMENTARY By BONO: I spent March with a delegation of activists, entrepreneurs and policy wonks roaming western, southern and eastern Africa trying very hard to listen — always hard for a big-mouthed Irishman. With duct tape over my gob, I was able to pick up some interesting melody lines everywhere from palace to pavement .Despite the almost deafening roar of excitement about Africa’s hosting of soccer’s World Cup this summer, we managed to hear a surprising thing. Harmony flowing from two sides that in the past have often been discordant: Africa’s emerging entrepreneurial class and its civil-society activists.

LBN-COMMENTARY By SUSAN SCARF MERRELL: Now that Russia has suspended all adoptions to the United States after a Tennessee mother made the unfortunate choice to send back her adopted son, everyone’s looking for someone to blame. But if this boy had been released into the foster care or juvenile justice systems in this country—“returned” in the quiet manner in which such situations like this are normally resolved—we would never have heard a peep about this boy, or his mother. It’s a dirty little secret that no one likes to talk about: Adoptions fail. More of them than we’d like to admit. And because we don’t talk about it, when they do fail, we look for someone to blame instead of looking at the problem.

LBN-HISTORICAL COMMENTARY By KARL MARX: Anyone who knows anything of history knows that great social changes are impossible without feminine upheaval. Social progress can be measured exactly by the social position of the fair sex, the ugly ones included.

LBN-OVERHEARD:   ***George Lopez’s carefully staged delight at the arrival of Conan O’Brien to TBS is a total act, sources say. In fact, Lopez was warned by network chiefs he would be axed if he didn’t welcome O’Brien with open arms. “George was initially opposed to the idea of moving his time slot to make room for Conan on TBS,” said a source. “He was told that if he wasn’t supportive, his show would not be renewed. The Lopez camp is even more disheartened by the fact that Conan’s contract states that if Lopez’s show is canceled, then Conan will be able to develop a show for the midnight hour, as well.   ***Tommy Lee’s still pals with Pam. LBJ’S DAUGHTER LUCI HOSPITALIZED:   Luci Baines Johnson, the younger of the late President Lyndon Baines Johnson’s daughters, has been hospitalized at the Mayo Clinic in Minnesota, according to a former member of Johnson’s staff.  Luci Johnson, 62, was first taken to the Seton Medical Center in Austin, Texas, on Wednesday after complaining of extreme weakness in all her extremities, said Tom Johnson, who worked for the Johnson administration and later served as president of CNN in the 1990s.  Doctors there recommended that she be treated at the Mayo Clinic for what physicians believe is Guillain-Barre syndrome, Johnson said. It’s an autoimmune disorder affecting the nervous system.

VOLCANIC ASH CONTINUES TO WREAK TRAVEL CHAOS:  World leaders’ plans to reach Poland this weekend for the funeral of President Lech Kaczynski is in a limbo as the volcanic ash from Iceland continues to ground flights to and from Europe. Britain, Germany and northern France have grounded all air traffic. The travel disruptions are also wreaking havoc on trade and tourism for nations hit hard by recession. And the volcano is still erupting. A cloud of ash from an Icelandic volcano still continues to blanket Europe, shutting down airspace in 23 countries and causing travel misery for millions of people. About 16,000 flights are expected to be canceled in European airspace Saturday air traffic authority Eurocontrol said. About 6,000 flights are expected to take off Saturday, compared with the normal 22,000.

The day after Massa, 50, resigned on March 4, he reportedly cut a $40,000 check to Racalto for working on the congressman’s 2010 re-election campaign. Massa’s attorney did not immediately respond to requests for comment.

SEC SUES GOLDMAN SACHS OVER $1B ASSET ‘FRAUD’: Goldman Sachs, long Wall Street’s most powerful and revered firm, was charged with fraud yesterday for selling risky mortgage investments without disclosing that the securities were actually created by a client betting on them to fail. The move by the Securities and Exchange Commission — the most significant action it has taken since the mortgage meltdown kicked off a global financial crisis — sparked a stock market sell-off and emboldened advocates for Wall Street regulation. Goldman Sachs — famous for its executives’ Mega Millions-sized bonuses and unrivaled influence in Washington — failed to tell European banks that hedge fund king John Paulson helped pick and then bet against the very securities they were buying, according to the civil fraud complaint by the SEC.

HAVE IRAN AND ITS ALLIES BEEN PASSING PHONY $100 BILLS IN IRAQ?: At least $4 million in counterfeit U.S. currency has flooded into Iraq since December, and U.S. and Iraqi officials are trying to determine how much of the counterfeiting is purely criminal and how much might be an Iranian attempt to influence Iraqi politics. While some of the bills were crudely made and easily detected, U.S. military officials said, much of the money seized so far has been sophisticated fake hundred-dollar notes that require special printing presses, ink and paper. In the Middle East, such capabilities typically belong to Iran and its proxies, notably branches of the Lebanese Shiite Muslim militant group Hezbollah, the officers said, citing recent briefings from the U.S. Secret Service.

LBN-MEDIA INSIDER:   ***It looks as if the Weinsteins have managed to fashion a winning bid in the Miramax auction and will take back operating control of the company they founded in 1979 and sold to Disney for $80 million in 1993.   ***HBO is doubling down on Bill Maher, giving his talk show a super-sized renewal. The pay-cable network is picking up “Real Time With Bill Maher” for a ninth season as part of a two-year deal with the host. As part of the agreement, “Real Time” will air 35 episodes beginning in January.   ***Canadian screenwriter Rob Sheridan is partnering with Warner Bros. Television to develop a comedy. The blind pilot script deal will see Toronto-based Sheridan, whose writer, story editor and producer credits include HBO Canada’s “Less Than Kind,” the CBC’s “Little Mosque on the Prairie,” and CTV’s “Corner Gas,” land a six-figure package and move to Los Angeles this summer to start developing a half-hour comedy series.

U.S. BISHOPS TRACKING ABUSE CLAIMS AGAINST FOREIGN PRIESTS: For the first time, American Catholic bishops have begun tracking complaints of sexual abuse against foreign-trained priests working in this country, raising questions about the screening process in place in U.S. dioceses. In the U.S. bishops’ most recent annual survey, church officials reported that of the 21 clergy sex abuse complaints made in 2009 by minors, nine involved priests sent by overseas dioceses. The information comes when the U.S. church is importing hundreds of priests and has been under intense scrutiny for its handling of sex abuse cases, including the movement of abusers from one country to another.

LBN-HOLLYWOOD INSIDER:   ***Samuel L. Jackson and Kellan Lutz are in negotiations to star in “Deathgames,” an indie action movie from Motion Picture Corporation of America.   ***There’s been a shakeup on NBC comedy pilot “Beach Lane”: Patton Oswalt is out of his co-starring role a few days after being cast.   ***The Olympics and disappointing box office results for such releases as “Green Zone” were a drag on NBC Universal’s bottom line in the first quarter. However, top executives of controlling shareholder General Electric on Friday touted NBC ratings improvements, strengthening advertising market trends and continued cable network growth.   ***”Friday Night Lights” and “Criminal Minds” are adding to their casts with new recurring roles, and more parts have been filled on several pilots.   ***Lionsgate unspools the proudly vulgar comic-book adaptation “Kick-Ass” with hopes of an eponymous opening weekend.    ***Jessica Simpson may have gone bare-faced on the cover of Marie Claire, but Kim Kardashian is taking this new, “all natural” trend one step further and going bare-assed inside the pages of May’s Harper’s Bazaar to prove that un-retouched bodies are just as worship-worthy as the nipped and tucked torso’s other covers flaunt.

LBN-MUSIC INSIDER:  ***The Rolling Stones will release “Plundered My Soul,” a track never heard before, as a limited edition vinyl single to mark Record Store Day Saturday which aims to support struggling music retail outlets. ***Hip-hop mogul Jay-Z and his business partner sued Boston Red Sox baseball player David Ortiz on Thursday for naming a Dominican Republic nightclub after their chain of 40/40 Club sports bar lounges.  ***Rock singer Melissa Etheridge has split from her partner Tammy Lynn Michaels after nearly nine years together.

LBN-COMMENTARY By MARCUS WALKER: Why does the state spend so lavishly but collect taxes so poorly? Many Greeks say the answer needs only two words: fakelaki and rousfeti. Fakelaki is the Greek for “little envelopes,” the bribes that affect everyone from hospital patients to fishmongers. Rousfeti means expensive political favors, which pervade everything from hiring teachers to property deals with Greek Orthodox monks. Together, these traditions of corruption and cronyism have produced a state that is both bloated and malnourished, and a crisis of confidence that is shaking all of Europe.

LBN-FILM REVIEW By MANOHLA DARGIS: It’s a Bird, It’s a Plane, It’s a Blood Bath. Kiss-Ass is a story about a teenager who yearns to be a superhero; “Kick-Ass” is fast, periodically spit-funny and often grotesquely violent.

LBN-A DIFFERENT VIEW:

LBN-OVERHEARD:   ***The clock has run out on “24″ — but not on Kiefer Sutherland’s thirst for rough-and-tumble action. The hard-partying star was drunk, disorderly and shirtless at 4 a.m. yesterday as four huge bodyguards dragged him out of a London strip club and threw him into a car.   ***Will Chelsea Clinton has to limp up the aisle? The former first daughter broke her foot and has a plastic cast on her right leg, and has no idea how it happened.   ***Wardrobe malfunctions don’t rattle Tila Tequila. While performing on Wednesday night at Greenhouse, the onetime reality-show star’s loose top slid off. Rather than fix it, Tequila instead “asked the crowd whether they liked what they saw,” a spy tells Page Six. “She then just continued on unfazed. Very classy.”

LBN-DID YOU KNOW:   ***Even though she appears in ads for Tommy Hilfiger’s True Star fragrances, Beyonce is reportedly allergic to perfume.   ***At age 10, Justin Timberlake won 1991 pre-teen Mr. America pageant.   ***As a 2nd grader Jamie Foxx was so talented at telling jokes, his teacher used him as a reward. If the class behaved, Jamie would entertain them.   ***Tom Cruise admits that he still does the Risky Business underwear dance when he’s at home alone. He calls it his “dance of freedom”.   ***Mariah Carey was nicknamed “Mirage” in high school because she never showed up for class.

OLIVER STONE, WOODY ALLEN TO LEAD CANNES: The lineup for this year’s Cannes’ film festival has finally been released.
