RICE CONCERNED BY RUSSIA’S ‘MOVE BACKWARD’ ON DEMOCRACY: Secretary of State Condoleezza Rice broke Thursday with recent US reserve about criticizing President Vladimir Putin’s Russia by saying she was concerned over its “move backward” on democracy. In an exclusive interview with AFP, Rice gave her assessment when asked about the prospect of Putin’s serving as prime minister after the election next year of a new president he has practically designated himself.

U.S. FERTILITY RATE HITS 35-YEAR HIGH, STABILIZING POPULATION: For the first time in 35 years, the U.S. fertility rate has climbed high enough to sustain a stable population, solidifying the nation’s unique status among industrialized countries. The overall fertility rate increased 2 percent between 2005 and 2006, nudging the average number of babies being born to each woman to 2.1, according to the latest federal statistics. That marks the first time since 1971 that the rate has reached a crucial benchmark of population growth: the ability of each generation to replace itself.

LBN-BUSINESS INSIDER: ***Consumers put aside worries about slumping home sales and soaring gasoline prices and headed to the malls in November, pushing spending up by the largest amount in 3 1/2 years. The Commerce Department reported Friday that consumer spending surged by 1.1 percent last month, nearly triple the October gain. The gain reflected various promotional efforts by retailers such as heavy discounting and longer store hours at the start of the holiday shopping season. ***This might have been one of Wall Street’s most dismal years in a decade, but that hasn’t stopped bonus checks from rising an average of 14 percent. Four of the biggest U.S. investment banks — Goldman Sachs Group Inc., Morgan Stanley, Lehman Brothers Holdings Inc. and Bear Stearns Cos. — will pay out about $49.6 billion in compensation this year. Of that, bonuses are traditionally estimated to represent 60 percent, or almost $30 billion. ***Web video network GoFish, which counts MTV Networks among its investors, has appointed HBO executive Jim Moloshok to executive chairman, the company said Thursday.

 LBN-POLITICAL BRIEFING BY PEGGY NOONAN: I didn’t see the famous floating cross. What I saw when I watched Mike Huckabee’s Christmas commercial was a nice man in a sweater sitting next to a brightly lit tree. He had easy warmth and big brown puppy-dog eyes, and he talked about taking a break from politics to remember the peace and joy of the season. Sounds good to me. Only on second look did I see the white lines of the warmly lit bookcase, which formed a glowing cross. Someone had bothered to remove the books from that bookcase, or bothered not to put them in. Maybe they would have dulled the lines. Is there a word for “This is nice” and “This is creepy”? For that is what I felt. This is so sweet-appalling.
