IRAN SAYS U.S. REPORT A “DECLARATION OF SURRENDER”: Iran’s president said on Sunday the publication of a U.S. intelligence report saying Iran had halted a nuclear weapons program in 2003 amounted to a “declaration of surrender” by Washington in its row with Tehran. President Mahmoud Ahmadinejad also dismissed in an interview with state television the prospect of new U.N. sanctions against Iran over its refusal to halt sensitive atomic work.

PUTIN SAYS HE WOULD ACCEPT JOB AS PM: President Vladimir Putin told a party congress Monday that he would accept the prime minister’s post if his longtime protege is elected president, guaranteeing Putin an ongoing heavyweight political role in Russia. Ending speculation that he had another surprise up his sleeve in this tumultuous election season, Putin also said he would not–as had been widely expected–seek to strengthen the post of prime minister at the expense of Russia’s powerful presidency.

GIULIANI: NATION NEEDS BOLD LEADERSHIP: Republican presidential candidate Rudy Giuliani’s “bold” vision for the nation sounded a lot like the same ideas he’s been talking about for months, but delivered in a new package Saturday. Giuliani’s address before about 200 people was billed by his campaign as a new speech that shows the former New York mayor’s bold vision for the future of the country. But the 30-plus minute speech hit on similar themes: a little Hillary Rodham Clinton bashing, some reflections on the Sept. 11 terrorist attacks, a call to make energy independence as big a priority as landing on the moon was in the 1960s, and the need to fight terrorism so the United States can be safe and do more business in the Middle East. And the theme throughout was that he has shown the leadership needed to be president.

MITT’S MISTY ON MORMONS; HE WEPT WITH JOY AS CHURCH KO’D BIAS: Presidential hopeful Mitt Romney choked back tears yesterday when reflecting on the day he learned that the Mormon Church would stop discriminating on the basis of race. Romney’s campaign has fought in recent weeks to explain his Mormon faith to voters - many of whom know little about the religion and associate it with a long-outlawed practice of polygamy.

KING PARDONS RAPE VICTIM: Saudi King Abdullah has pardoned a rape victim who had been sentenced to 200 lashes and six months in prison in a case that sparked international attention, a Saudi newspaper has reported. Al-Jazirah newspaper quoted a Saudi Justice Ministry official saying King Abdullah issued a royal pardon on Monday, the same day that the Hajj, the annual Muslim pilgrimage to Mecca, begins in Saudi Arabia. The victim’s husband told CNN he has not received an official letter regarding her pardon, but considers it to be legitimate since it was announced in an official Saudi newspaper.

LBN-HEALTH WATCH: ***A mutation in a single gene may raise one’s risk of getting amyotrophic lateral sclerosis, or Lou Gehrig’s disease, by as much as 30 percent, offering a potential new target for drug research, scientists said yesterday. They said a variant in the DPP6 gene may give rise to ALS in people without a family susceptibility to the untreatable, fatal disease. According to researchers, a single-letter change in the genetic code of the DPP6 gene is “consistently and strongly associated with susceptibility” to ALS.

LBN-HOLLYWOOD INSIDER: ***John Travolta has been dropped from the “Dallas” movie after being promoted as the project’s anchor for more than two years. Insiders say that Travolta, who was just nominated for a Golden Globe for donning a fat suit for his drag role in “Hairspray,” was “let go about two weeks ago. He had the role of J.R. Ewing taken from him and given to Ben Stiller.” However, a rep for Stiller denies the comic actor accepted or was offered the part. ***About 4,000 fans bid farewell to “A New Day,” Celine Dion’s show at Caesars Palace in Las Vegas.

LBN COMMENTARY By ELTON JOHN ON AMY WINEHOUSE: “‘Back to Black’ was a phenomenal album. Her voice just completely blew me away. I’ve seen her live, and she is the real deal, although she sometimes can be hit-and-miss on how out of it she is. It’s like Nina Simone and Van Morrison: you don’t know what you are going to get. You don’t know if it’s going to be a little off or if it’s going to be electrifying. The only thing that’s going to stop Amy is herself.”
